Poorly managed vacant house 管理不全空家(kanri fuzen akiya)

Added by the law amendment in force from 13 December 2023, this covers empty houses that will become a specified vacant house if left as they are — broken windows, rotting eaves, overgrown gardens. Towns can give guidance and then a formal recommendation, which can remove the residential land exception and raise the land's property tax several times over.
